Construction crews tore down a decrepit parking garage, once called Prospect Park, that a former developer wanted to build, but ran out of steam and funds when the housing market crashed.
Avalon plans include a town center with a luxury hotel, Regal movie theater and Whole Foods grocery, plus apartments and single-family houses.
