Sex offender exposes self to women in Johns Creek



JOHNS CREEK, Ga. – A Chamblee man was arrested May 19 after allegedly exposing himself to a woman in a Johns Creek parking lot.

The victim told police the incident happened about 6 p.m. at the Kroger on Old Alabama Road in Johns Creek. She was at her vehicle in the parking lot when a man called out to her. He was standing beside a white Ford Expedition exposing himself to her. He then got into his vehicle and fled the scene.

The victim attempted to get a tag number, but found the suspect’s license plate was covered in bubble wrap and plastic, obscuring the numbers.

Johns Creek police found the suspect vehicle at the Kroger on Holcomb Bridge Road. The driver, Jay Charles Rappaport, 45, of Chamblee, was allegedly driving a vehicle matching the description complete with obscured tag.

Rappaport denied exposing himself to anyone, claiming he was instead at a nearby bar at the time. Police noted his jeans were unzipped at the time he was pulled over.

When told his tag was wrapped in plastic, Rappaport allegedly acted surprised.

Roswell had a similar incident May 13. A man driving a white Expedition with a tag covered in bubble wrap and plastic had called out to a woman and exposed himself.

Rappaport was arrested for indecent exposure. He was taken to Fulton County Jail where he was released on $5,000 bail. He is a registered sex offender.
