acknowledge economic impact? where's the strategic plan?

I was struck by the omission of bringing dollars into the community. Yes, parks and recreation is for residents... but residents also benefit when out-of-towners come in and sleep in our hotels and eat at our restaurants. The money gap does not seem all that big, that wouldn't be covered by increasing fees - can have a more substantial increase in fees if they upgrade the barns etc. A better Wills Park would also bring in more or larger shows. This is all theoretical, as we're not looking at a strategic plan for it... but again, not acknowledging the positive economic impact is short sighted.
