This is a prime example of government going too far. Applying a special fee? Give me a break. Since when does the county need more money? I don't see how something can be labeled as illegal just because it has the potential to be used illegally? So i guess cars will now have another fee, so will cigars, coke cans, ratchet sets, apples, and other items you can make a "bong" out of. It's time to stop the government hand-holding.
