"Alpharetta gives controversial developer the go-ahead"

Either the title of this article is misleading, or the reporter's article is incomplete. The title refers to the developer as "controversial", yet the article doesn't mention any prior controversy associated with him. Does this developer have a sour reputation gained from some previous activity? Is there reason to doubt he will do a good job on this high-profile project? I'd like to know.
