Forsyth's Bethel Park goes to YMCA
June 05, 2008
Mobile, Alabama -- The U.S. Army Corps of Engineers, Mobile District, announced the recreation development plan submitted by the YMCA of metropolitan Atlanta has been selected for the 62 acre Bethel Park, Lake Sidney Lanier in Forsyth County, Ga.

"An interdisciplinary team was formed with members from Mobile, Nashville and Savannah Districts to evaluate the development proposals submitted by the YMCA and Forsyth County," said E. Patrick Robbins, Chief Public Affairs Officer, Mobile District. "The team visited the park and conducted an objective and very detailed evaluation of the two proposals to determine which one was in the best interest of the public."

Forsyth County proposed to develop the site to serve the public by providing a campground area for recreational vehicles, a day use area for general use, an environmental education area for students from local schools and a boat docking area.

The YMCA proposed to develop a cabin based resident camp that would serve the public by offering structured outdoor experiences to youth, schools, families and community organizations in the metropolitan Atlanta area.

"In doing their evaluation the team carefully followed the Corp's mandated seven evaluation criteria and felt the YMCA's proposal ranked significantly higher in three of the evaluated areas," said Robbins. "These were public interest, market study, and feasibility."

The YMCA proposal indicated a long term $20 million capital improvement investment with a phasing plan for the development and a detailed plan on capital funding for the facilities. They substantiated their figures and projections based on data from ongoing operations at similar YMCA facilities. The team considered the YMCA's successful management of these facilities indicated a high probability of success at Bethel Park and long term benefits to the public.

"Issues of transportation and traffic patterns were the focus of many of the public comments received during the process," said Robbins. "Traffic studies by both entities project an increase in vehicle traffic in the Bethel Park area. However, neither development plan would cause significant traffic impacts based on the studies."

In a separate action and prior to choosing the YMCA's plan, Mobile District completed an Environmental Assessment (EA) resulting in a Finding of No Significant Impact (FONSI) for the action of turning the park's management over to a non-Federal entity. Such a lease constitutes a change from the 1987 Master Plan developed by the Corps for Bethel Park, which was originally designated as a Corps managed campground for approximately 220 recreational vehicles.

"Environmentally, this was determined not to be a unique area," said Robbins. "There is a large amount of similar natural area around Lake Lanier that is well protected. Bethel Park has always been designated by the Corps for recreational development."

The Final EA and FONSI may be found on the Corps' Mobile District website at: http://www.sam.usace.army.mil/pd/Pd1.htm.

Let the fun begin.....

http://www.accessnorthga.com/detail.php?n=210954.

By the way.... Any grade school student could understand the law that was broken by the Corps.

And to the comment mindless comment about tax money..... Well guess what. The 2000 + local residents are also tax payers too and though you probably don't get it, it OUR TAX MONEY TOO dork.

See ya in court.

Legal battle? Yep, let 'em pay for it then!

Kudos go to Alex! If this limited handful are so hellbent with suing the government, then let them pay for it instead of using MY tax dollars. This is so ridiculous and nothing more than a political ploy by Dave Richard. C'mon Dave, get ready to stroke your own check!

Tired of County dollars being wasted....
3 Cheers for the YMCA!

Greedy Forsyth County Resident please inform us as to where you obtained your law degree and how many cases you've tried in Federal Court.

The Army Corps of Engineers and their cadre of lawyers obviously disagree with you. I have a feeling they are a lot more knowledgable on this topic than you.

Rather than risk hundreds of thousands of taxpayer dollars by following that moron Dave Richard into Federal Court why don't you and your neighbors put up the cash yourselves to fight this legal battle? You're the only ones who care.

It's called putting your money where your big mouth is.

Our county commission has no funds for their proposal, but does have funds to pursue this matter through the courts. I think they could use their time and resources better.

For me a YMCA camp makes a lot more sense than a theoretical RV park. It makes one wonder if some of the "locals" are big contributors to commission races. Inquiring minds want to know.

After Dave Richard's snit over the SPLOST agreement, and his vituperations on Bethel park (Koolaid drinkers indeed), I can only conclude that he's an embarassment and needs to be dumped the next election.

The only misleading that has been done has been by the tiny vocal group of anti Y folks who poison anything good, productive, new, or different...yes, we will see and, yes, you too will still be welcome at the YMCA facility at Bethel Park...

Forsyth supporter
Are Y supporters just ignorant or dumb?

By signing a comment as "Bethel Park for citizens, not selfish people" you are implying that only Y members are citizens and everyone is selfish. Good grief.....what a completely stupid comment

There is no reasoning with "emotional" people as yourself and Y supporters wanting Bethel Park. Everything for you is "touchy-feely" and trying to build your "self-esteem".

If you could grasp the concept of law then you would understand "Title 33, Code of Federal Regulations, Section 211.6(a)(2)" . The Corps of Engineers VIOLATED this law. Do you understand? They violated the law. Period.

But... if you cannot deal with logic, facts, or law than just stick to your position that we are selfish, greedy, childless, arrogate, "meanies" who are against all the children of the world….

Quite frankly, we could care less what you think.

The law is on our side and in the end that is all that matters.

By the way.... after its all said and done..... You're still welcome to visit Bethel Park. It will be a public park afterall and not a private park (as you want).

Wrong as you can be. Forsyth County Citizens 1, narrow minded, short-sighted, greedy people 0. Only a few property owners and anti-everything people are against the YMCA. The Y will serve so many more people in Forsyth County and their children while the narrow minded dolts want the property for theirselves. Shortlived? Don't bet on it.

Bethel Park for citizens, not selfish people
Short Lived
June 06, 2008 | 10:53 PM

This will be short-lived.

The Corps violated the law.

The Y misled the public.

Once the facts are presented to a Federal judge the Corps illegal decision will be reversed.

Forsyth County Citizens and our rights - 1

Corps of Engineers – 0

Y – $300,000+ deservedly lost
