Alpharetta requires road improvements

ALPHARETTA -- A mixed-use development at the corner of North Point Parkway and Windward Parkway that will have 400 condominiums, a full-service hotel, office and retail space got approval Monday night, three months after first being heard by City Council.

A motion to rezone the Windward Mill property was tabled Jan. 22 because council members said they could not visualize the changes in the motion they were making. The developers were asked to create a site plan reflecting the changes, and were encouraged to hold more public meetings with neighbors and Alpharetta residents. Both requests were accomplished by the developer before council's April 28 meeting.

"I appreciate the applicant going to the trouble to holding meetings with the constituents," said Mayor Arthur Letchas.

This mixed-use plan cuts office space by more than 150,000 square feet and reduces retail space approved by 10,000 square feet. It adds the condos, but council cut that request down by 100 units, even lower than the applicant's suggested compromise of 450 units.

Councilman John Monson said he would entertain an amendment to his motion that would remove a condition restricting 200 of the units to owners age 55 and up after he received "a more real world number of school-age children who will reside there."

The full-service hotel would only be Alpharetta's second, though The Stanbury in Prospect Park has been approved, as has another "corporate" full-service hotel in the now combined Prospect Park/Offices at Prospect Park site plan. Windward Mill's hotel would be across Windward Parkway from the Marriott in Alpharetta, currently the city's only full-service hotel.

Alpharetta will gain additional intersection improvements at Windward and North Point parkways. The developer must install a dedicated right turn lane from Windward to North Point. Its own hotel entrance on Windward can only be right-in/right-out to lessen traffic problems. Left turn lanes from North Point Parkway into the property also will be required.

As part of an initiative driven by Mayor Arthur Letchas, the rezoning requires LEED certified "green" buildings.

Council members have stated in the past that this location is the one site in Alpharetta that could meet MARTA's requirements for high-density, mixed-use development along Ga. 400 to consider as a rail location – though none are in the transit agency's plans. A MARTA Park and Ride lot sits between part of this property and Ga. 400, and will be accessed through a road bisecting Windward Mill.

In January, Letchas also described the project as the type the Atlanta Regional Commission encourages cities to add to their planning.

Approved uses

Windward Mill is proposed as a mixed-use development west of Ga. 400 and between that highway and North Point Parkway, with Windward Parkway as its northern boundary.

• Office: 850,000 square feet maximum. 6 to 15 stories. Greater height allowed the farther away from Windward & North Point parkways.

• Hotel: 250-room (minimum 175 rooms) full-service hotel with a minimum of 10,000 square feet of meeting space. Up to 10 stories allowed.

• 400 single-family condos, 90 percent owner occupied. Between 1,000 and 3,500 square feet in size.
