April 09, 2008 ROSWELL -- Roswell residents will be able to fill their swimming pools, but they will have to comply with a little more red tape, too.
While the city is allow existing pools to refill, new pools are not. Roswell is creating a registry for pools so it will know which are new.
This does not apply to Roswell residents who use county water. Only about a quarter of the city is on city water.
To fill a pool with public water, residents must register with the Roswell Outdoor Water Registry and get a permit, which must then be posted.
Watering restrictions have been eased to allow hand-watering outdoors for 25 minutes one day a week. Even-numbered houses may water Saturdays from midnight to 10 a.m. Odd-numbered homes may do so at the same times on Sunday.
Hand-watering is defined as one person with one garden hose with a spray nozzle that shuts off when released.
Residents may also get a one-time 30-day exemption for watering newly installed landscaping to allow watering from midnight to 10 a.m. for three days a week. This follows the Fulton County guideline, which is more stringent than the Ga. Environmental Protection Division regulations allowing up to 10 weeks of watering for new landscaping.
Newly installed landscapes must also be registered online through the EPD Outdoor Water Use Registration Program (www.urbanagcouncil.com). They must also be registered on the city's Outdoor Water Registry and post the permit issued.
