Forsyth, Milton in cahoots for Ga. 400 project

Forsyth County - The city of Milton and Forsyth County have developed what might become a model for the state in joint projects that cross common boundaries. Forsyth County Attorney Ken Jarrard said the two governments have a joint project on improvements to McGinnis Ferry Road from Ga. 400 to Betheny Bend.

"Unfortunately, the law doesn't provide a seamless, easy way to do it," Jarrard said during the Forsyth Board of Commissioners' work session Sept. 14.

What makes sense is for Forsyth to take the lead and bid out the project, with Milton just contributing funds. But state law doesn't allow any local government to cede that authority. So with the cooperation of both local governments—and the fact that they share a common attorney, Jarrard—a cooperative effort by both governments will make it work. The board at their Sept. 14 work session approved an intergovernmental agreement to make this happen.

"The city of Milton adopted the same item in a work session last night," Jarrard said.

Both governments are seeking bids, but Milton used Forsyth's legal ad.

"Forsyth County will basically be in charge of this project. They will be running this show," Jarrard said.

Milton's contribution was capped at $150,000, which is how much Forsyth plans to spend. The project estimate is $280,000.
