LEGISLATIVE PREVIEW: State Rep. Lynne Riley wants Fulton County reform, Milton County top legislative agenda

The 2013 session of the Georgia General Assembly will provide a new opportunity to make meaningful change to the impact county government has on every citizen of Fulton County. The Fulton County House and Senate delegations will now have Republican majority representation.

The delegations will employ conservative principles in the reform legislation we introduce in 2013 that will apply only to Fulton County.

The legislation will provide for more efficient service delivery by targeting areas of waste and reducing the excessive tax burdens we currently experience.

Concurrently, your North Fulton legislators will continue our efforts to re-create Milton County. While reforms to the existing Fulton County government will benefit every one of its 920,000 citizens, the vast size of the Fulton government bureaucracy will never perform at efficiency levels that can be achieved by a locally governed and accountable Milton County.

During the 2013 session, I will continue to work closely with MARTOC (MARTA's oversight committee) Chairman Mike Jacobs on MARTA reforms.

In 2011 and 2012, we performed a comprehensive review of the MARTA act to identify legislative opportunities to enhance transit services in metro Atlanta. The results of the KPMG audit performed on the MARTA system also identified many areas where efficiencies and cost savings can be achieved.

We look forward to working with the MARTA Board and new MARTA CEO Keith Parker to adopt legislation in 2013 to stimulate the implementation of the best practices identified in the audit.

The primary responsibility of the General Assembly is to adopt the annual state budget. We will be challenged by the continued unpredictability of our economy, and it will be a difficult task to allocate available financial resources to deliver the many services we are constitutionally required to provide.

I expect to spend a significant amount of time analyzing the budget during the session to ensure that we are good stewards of your tax dollars and your state assets.

I will continue to work each and every day to make Georgia a better place for our families, schools and businesses, and welcome your insights and suggestions at any time.
