Let us see if understand this correctly. First, Johns Creek asks Roswell to split the cost of a light, which would cost Roswell $200,000. Roswell says no. Johns Creek next requests that not only should Roswell pay $200,000 for the light, it should also repave the road at a cost of $500,000 and after having spent a total of $700,000, Roswell should turn the road over to Johns Creek. That certainly would not go down well with the Roswell taxpayers!
